ICSEI Congress 2022


The International Congress for School Effectiveness and Improvement (ICSEI) ran its second virtual congress on 5-6 and 10-11 January 2022, hosted by the ICSEI board (of which Professor Chris Chapman is president) and Norway’s LearnLab. 

Presentations at the congress addressed collaboration across roles, sectors, communities, and countries to ensure educational equity, quality and sustainability across the globe, asking: 

  • How are systems engaging in reform and innovation emphasising equity, quality and sustainability? 
  • What have we learned about education equity, quality, and sustainability?  
  • What priorities must be considered to move forward? 

Participants from a wide range of countries from both hemispheres took part in the four-day congress.  

NSEE’s three presentations 

The Network for Social and Educational Equity (NSEE) put forward three presentations:  

  • Developing a school-wide, district-wide, collaborative network to promote educational equity 
  • Regional Improvement Collaboratives (RICs) – crossing districts to promote education equity; possibilities and challenges in a time of change 
  • Youth civic engagement relating to climate change. 

Developing a school-wide, district-wide collaborative network focuses on the NSEE team’s work with Dundee City Council on the Every Dundee Learner Matters initiative. 

The presentation highlighted some emerging themes and issues that can help shape collaborative educational improvement approaches and system changes. It also addressed the challenges such an approach faces, including implementation during a pandemic but also how we can use this disruption to reflect on traditional systems and arrangements to promote synergy, collaboration and empowerment. 

Collaborative learning networks

The RICs presentation considered how the West Partnership (WP) RIC’s collaborative learning network system developed, how it responded to the pandemic and to look at the lessons learned from developing a learning eco-system in times of huge upheaval.

The youth civic engagement paper explained how researchers developed a research practice partnership between Chile and Scotland. Despite their vocal concerns about the climate, young people’s voices are under-presented in the policy-making space. Researchers and practitioners developed an international collaboration to promote youth civic engagement relating climate change.

About NSEE

The Network for Social and Educational Equity (NSEE) is part of the Robert Owen Centre for Educational Change (ROC) at the University of Glasgow.

It works in collaboration with schools, local authorities, Education Scotland and partner services to tackle the poverty-related attainment gap in young people’s education.

NSEE helps schools to use appropriate evidence and data within collaborative working approaches to critically examine context and current arrangements, make changes based on evidence, monitor the impact of these changes and reflect on what they learn.
